The Future of the Far Eastern Pharmaceutical Industry:
Projects of the Plants, Modernisation,
and Technological Development

The pharmaceutical and cosmetics sectors are in an active phase of structural transformation. The principal trend is the transition from dependence on imported medicines, substances, and components to the establishment of complete production chains within Russia, the development of proprietary technologies, and local brands.

Government and business are already synchronising their efforts:

The principal strategic benchmark for pharmaceuticals is the Strategy for the Development of the Pharmaceutical Industry until 2030, which provides for a reduction in import dependence, development of a complete production cycle, increased output of domestic medicines, and development of a proprietary base of pharmaceutical substances, raw materials, materials, and equipment.
An additional driver has been the national project “New Health Preservation Technologies”, aimed at technological sovereignty in the production of medicines, biomedical products, and medical devices. By 2030, the objective has been set to ensure full-cycle production in Russia of 80% of strategically significant medicines, and to raise the overall level of technological independence to 80%.
In parallel, import substitution of digital technologies is being developed: AI is already being applied in IIC projects for pharmaceuticals and the chemical industry—for process optimisation, data analysis, and automation of production operations.
In the cosmetics sector, government policy is shifting from simple import substitution of finished products to localisation of raw materials and components. According to estimates by the Ministry of Industry and Trade, the level of localisation in the perfumery and cosmetics sector should increase from 11% in 2024 to 3% in 2026.

Market Scale and Localisation:

  • The Russian pharmaceutical market grew by 6% at the end of 2025 and reached 3.1 trillion roubles, whilst production of medicines and medical materials increased by 15.4%. Nearly one-third of the market is formed by government procurement.
  • Pharmaceuticals are entering an investment cycle: as of the end of 2024, 67 major investors were implementing 156 projects with a total investment volume exceeding 300 billion roubles. For 2026, analysts forecast approximately 77 billion roubles in investment for the establishment of new pharmaceutical enterprises.
  • By 2035, Russia plans to commission 11 new pharmaceutical production facilities with aggregate investment in the region of 48 billion roubles; a significant proportion of projects is associated with universal production, biotechnologies, vaccines, and oncology medicines.
  • The cosmetics sector is also demonstrating rapid expansion of the local base: over three years, the number of SME producers of cosmetics and perfumery has doubled—to 3,200 companies, and their aggregate turnover for 2024 was estimated at more than 130 billion roubles.

Far East: A Proprietary Production Base Is Being Formed

The flagship of Far Eastern pharmaceuticals remains JSC “DALKHIMPHARM” in Khabarovsk—the largest pharmaceutical enterprise in the Far Eastern Federal District. The company produces more than 200 medicines in various dosage forms, including a significant share of medicines from the list of vital and essential drugs. The production base encompasses ampoule, tablet, and galenical divisions.

A new wave of pharmaceutical projects is being developed in Primorsky Krai. A resident of the Vladivostok Free Port, “PHARM DV”, is establishing production of antibacterial agents, products for oral hygiene, lotions, tonics, and emulsions. The project simultaneously pertains to pharmaceutical production and import substitution in the field of cosmetic chemistry.

In Primorye, 14 medical industry projects by residents of the Free Port are already being implemented, with aggregate investment of approximately 820 million roubles, which establishes a foundation for further expansion of pharmaceutical and biomedical production.
